EBSA is working closely with commercial
software developers to make 5500 electronic filing readily
available to anyone interested. Software developers who wish to
design their own electronic filing program should call the
toll-free EFAST Help Line telephone number, 1.866.463.3278 for
specifications, validation criteria and records layout documents.
For the 2000 through 2008 plan years, EFAST approved software is
available for both the machine print and hand print Form 5500 and
5500-EZ.
EFAST electronic filers must use the machine print version of
the forms and file via approved EFAST transmitters (authorized
transmitters of forms via modem or file transfer protocol) or on
magnetic tape, floppy diskette, or CD-ROM via mail to Lawrence,
Kansas.
If you plan to file electronically through EFAST, the individual
who signs the Form 5500 or Form 5500-EZ needs an EFAST electronic
signature to file electronically via modem or file transfer
protocol, magnetic tape, floppy diskette, or CD-ROM. That
individual must apply for an EFAST electronic signature by
submitting a completed Form EFAST-1 signed by that individual.
A company, trade, business, or other person applying to be an
EFAST transmitter or software developer also must submit a
completed Form EFAST-1 signed by an authorized representative. An
EFAST Transmitter is a company, trade, business, or other person
that forwards Forms 5500 and/or 5500-EZ for filing via modem in
compliance with EFAST electronic filing procedures. An EFAST
Software Developer is a company, trade, business, or other person
that creates, programs, or otherwise modifies computer software to
be used to complete Forms 5500 and/or 5500-EZ in compliance with
EFAST specifications.
EBSA will list on this Web site the private sector companies who
have developed software that has been approved for use in
completing the machine print and hand print Form 5500 and Form
5500-EZ under the EFAST system. Some approved software will also
allow filers to transmit their machine print Form 5500 and 5500-EZ
via magnetic media and/or modem-to-modem transmission. For more

Under the Department of Labor’s Final Rule on Annual Reporting
and Disclosure, all Plan Year 2009 and later Form 5500 Annual
Returns/Reports must be filed electronically. 2009 Short Plan year
filers whose due date is before January 1, 2010, are granted an
automatic 90-day extension from the date the EFAST2 system is
available for filing, but may file on paper using the 2008 forms
and schedules if filed on or before December 31, 2009. Late and
amended Annual Returns/Reports for plan years before 2008 must be
submitted electronically once the EFAST2 system is available for
filing. Plan Year 2008 filings (including late and amended filings)
can be submitted electronically using EFAST2 beginning on January
1, 2010, electronically using EFAST until June 30, 2010, or on
paper until October 15, 2010; 2008 filers with late or amended
filings after January 1, 2010 are encouraged to file electronically
using EFAST2.
Under the all-electronic EFAST2, filers choose between using
EFAST2-approved vendor software or the EFAST2 web-based filing
system (IFILE) to prepare and submit the Form 5500 or Form 5500-SF.
Completed forms are submitted via the Internet.
EFAST2 electronic credentials must be obtained to sign and/or
submit the Form 5500 or Form 5500-SF, or to prepare a return/report
in IFILE. EFAST2 electronic credentials can be obtained beginning
in January 2010 by registering on the EFAST2 web site (www.efast.dol.gov).
EBSA will list on this Web site the private
sector companies who have developed software that has been approved
for use in transmitting and/or completing the Form 5500 and Form
5500-SF under the EFAST2 system. Note that while the 2009 software
packages listed below have successfully completed EFAST2 testing,
the developer will need to sign an affidavit on or after January 1,
2010 before EFAST2 will accept filings or transmissions from that
software. |
